IMANI Africa’s latest edition of social media analysis spanning from February 11th to February 26th, 2024, has revealed intriguing insights into public sentiment towards the two major political parties in Ghana, the New Patriotic Party (NPP) and the National Democratic Congress (NDC).

The survey is a comprehensive study of over 10,000 tweets, Facebook posts, TikTok and YouTube videos, Instagram posts, podcasts, and news websites.

The report suggests that the leader of the NDC, John Mahama, has experienced a reduction in negative sentiments even though his reach on non-social media web sources has seen a significant drop.

Below are some details of the report:

Performance Comparison: Analyzing the social media performance of the presidential candidates, it’s observed that former President Mahama experienced a reduction in negative sentiments by about 8.27% during the period.

However, his reach on non-social media web sources saw a significant drop of 6.78%. On the other hand, Vice President Bawumia saw a notable 14% increase in social media mentions, accompanied by a significant rise in negative mentions by 7%.

Growing Interactions: The report also establishes the fact that despite a few fluctuations, the number of interactions is steadily growing.

The NDC is gradually expanding its audience on social media, with more mentions and interactions growth compared to NPP/Bawumia-related content, although the absolute numbers still favor the NPP.

Stable Positive Sentiment: Despite the period under review, the positive public opinion and sentiment remain stagnant at 10%, with an equal proportion between NPP and NDC mentions.

Both parties registered exactly 10.22% positive sentiment out of the total sentiments analyzed, indicating no significant upsurge in positivity triggered by any events or pronouncements from either candidate.

Rising Negative Sentiment: However, negative sentiment towards both party candidates increased during this period.

Negative mentions of the NPP experienced a higher percentage increase, rising from around 21% to just over 28%, while negative sentiment towards the NDC saw a more modest increase of approximately 4%.

This suggests a general increase in negativity towards both parties, with the NPP bearing the brunt of growing negative mentions.

Impact of Ministerial Reshuffle: Despite a ministerial reshuffle during the period, it did not significantly alter the level of positivity towards the NPP but rather triggered negative sentiments overall.

This raises questions about public faith in politicians and their ability to influence public opinion positively.

Dominance in Social Media Mentions: Despite the challenges, the NPP maintained its lead in social media mentions.

The ministerial reshuffle did not diminish the NPP’s dominance in mentions and social reach, with more commentators scrutinizing their policies and the messaging of their presidential candidate compared to the NDC.

The analysis underscores the dynamic nature of public sentiment on social media and its potential impact on political discourse and electoral outcomes.

As Ghana’s election approaches, understanding these trends becomes increasingly vital for political strategists and candidates seeking to engage effectively with the electorate.

The Christian Health Association of Ghana (CHAG) is calling for the institutionalization and nationalization of the SafeCare quality improvement programme in Ghana’s health delivery system.

Dr Peter Yeboah, Executive Director of the Christian Health Association of Ghana (CHAG), who made the call for the adoption of the SafeCare quality improvement methods, said the SafeCare methodology has been tested in all the CHAG facilities in Ghana and is an effective standard for measuring quality care.

Dr Peter Yeboah, who made this call at a forum to discuss the full adoption and ownership of the SafeCare standards by the CHAG network, emphasized the need for the scale-up of the QI program.

“Before piloting SafeCare, quality health delivery was aspirational in CHAG, but now, there is a paradigm shift because SafeCare is an intentional, focused, and scientific way of measuring, rating, and benchmarking the state of quality of service and using effective interventions to improve the gaps identified,” he said.

According to Dr Yeboah, quality care is an integral goal of every health policy and should be the foundation of health services.

“Without quality, the unintended consequences of providing health services could be fatal,” he noted.

He emphasized that quality, through SafeCare, is a value proposition for the entire health sector where quality healthcare should be a centerpiece of all the efforts of healthcare providers towards the attainment of the Universal Health Coverage goals.

As Ghana pursues the United Nations’ target of achieving Universal Health Coverage under the 2030 Sustainable Development Goals, stakeholders emphasize the significance of healthcare quality.

Dr. Peter Yeboah contends that, ultimately, tying NHIS claims to the quality of healthcare delivery by service providers will catalyze improvements in quality standards in hospitals across the country.

“We have to move SafeCare from organization to nationalization so that the entire country will benefit from this scientific way of measuring, rating, ranking, and benchmarking the quality of healthcare provisions in institutions. The value proposition that SafeCare provides is self-marketing, embracing all the efforts and commitment of key actors, policymakers, professionals, providers, patients, the public, and, most importantly, we are looking at how the payer, the National Health Insurance (NHIS), would also embrace SafeCare as an essential tool for assessing the quality of healthcare provided by the public to its insured members. SafeCare should ultimately become that value-based instrument for assessing the value aspect of reimbursed services; that is what CHAG is all about.”

Poor-quality care is responsible for an estimated 5 million deaths per year in LMICs—more than deaths due to insufficient access to care, which accounts for 3.6 million, according to the Lancet Global Health Commission.

However, the central role of quality is not yet sufficiently recognized and appreciated in the global discourse on universal health coverage (UHC). An important starting point is a better measurement of health system quality.

SafeCare is a unique standards-based approach for measuring and improving the quality of healthcare services in resource-restricted settings.

PharmAccess Ghana, in collaboration with CHAG since 2019, has been using the SafeCare standards and quality Improvement methodology to strengthen healthcare systems in the CHAG network.

Under this collaboration, PharmAccess uses its SafeCare standards to assess, rate and benchmark the quality of all the network’s healthcare facilities. Additionally, the program helps build capacity, enhances skills, and supports improvement in the quality of healthcare delivery at CHAG facilities nationwide.

Bonifacia Benefo Agyei, the Director for SafeCare Ghana, underscores the program’s commitment to elevating the standards of healthcare delivery.

The SafeCare Director noted that SafeCare saves lives by improving health outcomes and reducing risks, and it also improves efficiency in the operations of healthcare facilities.

She added that some healthcare facilities’ managers have adopted the SafeCare standards as a guide to run the operational systems of their hospitals and clinics.

“It is time to make quality a culture in all health systems in Ghana”, Bonifacia added.

Referring to the Lancet Commission’s article on mortality due to low-quality health systems, Bonifacia Benefo Agyei commented that “it means that you are even better off if you do not have access to healthcare than to have access but to poor quality of care.  That is not acceptable; we think we should be able to change that narrative through the implementation of the SafeCare quality improvement programme,” Bonifacia emphasized.

She said that in this next phase of the programme, PharmAccess Ghana is working with CHAG to own the SafeCare quality programme and embed it in the CHAG system, for CHAG to run it by themselves without any donor support so that quality becomes a culture.

Bonifacia further hinted that SafeCare is in talks with the Ghana Health Service to begin embedding the SafeCare methods in the entire health delivery system in Ghana.

“The Ghana Health Service is also coming on board to make the SafeCare-supported quality improvement program a national initiative. We are looking forward to a future where quality becomes a culture and the norm in our healthcare system; we don’t have to beg for quality,” she added.

Dr. Maxwell Antwi, the Country Director for PharmAccess, said healthcare facilities should become safe nets for everyone who needs healthcare irrespective of who they are in society.

He explained that SafeCare does not only let health facilities know and acknowledge the gaps in their healthcare delivery systems, but it also provides guidance and standards to fix and improve the operations of the hospitals, clinics, and other facilities according to internationally certified standards.

“What we are doing with CHAG is driving equity and access to health, not only for the rich and famous but for the ordinary Ghanaian. “One of the lessons we have gathered is that quality improvements save more lives than access to care because more people live if they have quality care than if they don’t have the care at all,” Dr. Maxwell Antwi explained.

He said the Ghana Health Service, through the leadership of the Director General, Dr Patrick Kuma–Aboagye, has launched the Ghana Network of Practice.

Dr. Maxwell Antwi noted that SafeCare is to be the quality improvement programme for the network of practice.

With the Ghana Health Service gradually adopting SafeCare, there is a collective anticipation of a future where the pursuit of quality healthcare is not a plea but an inherent aspect of the nation’s healthcare ethos.

The journey towards quality healthcare for all is an ongoing endeavour, and these collaborative efforts are instrumental in forging a path towards a healthier and more resilient nation.

Tension is brewing at Bibiani, located in the Bibiani-Anhwiaso-Bekwai municipality of the Western North Region, over remarks made by Nana Ngoah Anyimah Kodom II regarding Independence Day celebration in the town.

Traditional rulers, alongside chiefs, queen-mothers, youths, and opinion leaders from the Sefwi Anhwiaso Traditional Area, expressed their discontent with Nana Kodom’s statements, which they believe have fueled confusion and unrest in Bibiani.

The collective displeasure stems from Nana Kodom’s self-proclamation as the chief of Bibiani, a position contested by some traditional rulers of the area.

According to them, Nana Kodom lacks the rightful authority to speak on behalf of Bibiani, as he has not been officially installed as a chief within the Sefwi Anhwiaso Traditional Area.

The traditional leaders say the recognized chief with the traditional and legal mandate over Bibiani is Anarfi Abebio, the chief of Kyikyiwere and Krontihene of the Sefwi Anhwiaso Traditional Council.

Anarfi Abebio, addressing the media, highlighted a legal dispute initiated by Nana Ngoah Anyimah Kodom against him, which ultimately resulted in a court ruling in Anarfi Abebio’s favour, affirming his legitimacy as the rightful chief.

Moreover, Anarfi Abebio dismissed Nana Kodom’s claims regarding the history of Bibiani’s Independence Day celebrations.

Contrary to Nana Kodom’s assertions, the traditional leaders provided historical context, indicating that Independence Day celebrations in Bibiani predate 1996, as claimed by Nana Kodom.

They emphasized the significance of Bibiani’s role in Ghana’s independence, dating back to the Union Jack Flag era and the symbolic occupation of previously segregated areas by indigenous people on March 6, 1957.

Additionally, Anarfi Abebio condemned Nana Kodom’s alleged involvement in promoting hooliganism in Bibiani and neighbouring communities.

He attributed recent violent incidents, including fatalities, to Nana Kodom’s purported support of hooligans, particularly in resisting traditional rituals associated with a large-scale mining firm.

In conclusion, the traditional leaders cautioned Nana Kodom against speaking on behalf of Bibiani as its chief, stressing his lack of traditional and chieftaincy authority in the area.

They urged national security agencies and the Ministry of Chieftaincy and Religious Affairs to intervene and ensure peace in Bibiani by restraining Nana Ngoah Anyimah Kodom from further exacerbating tensions through unauthorized pronouncements.

The Minority in Parliament has expressed concerns over the deteriorating power supply situation in Ghana, urging the government to provide a reliable timetable for citizens to plan their activities accordingly.

Speaking at a press briefing in parliament, John Jinapor, Ranking Member of the Energy Committee, highlighted the escalating challenges of load shedding, stating that the situation is worsening daily.

He pointed out a significant deficit of 530 megawatts experienced recently, resulting in power cuts to neighboring countries including Cote D’Ivoire, Burkina Faso, and Togo.

Jinapor cited the malfunctioning of several thermal plants such as TAPCO and TICO as contributing factors to the current power crisis.

Additionally, he attributed the fuel shortages in the system to financial constraints.

The Minority’s call underscores the urgent need for transparency and effective measures to address Ghana’s power supply challenges.

Osei Kyei-Mensah-Bonsu, a man of many talents and unwavering dedication, has left an indelible mark on the political landscape of Ghana.

His journey began in 1997 when he entered Parliament at the age of 40, becoming the third youngest MP on the NPP side.

Despite not being initially appointed as a Spokesperson or Deputy Spokesperson, he worked his way up and earned the position of co-deputy spokesperson for Youth and Sports and Works and Housing, the only person to have been so recognized. He was also a strong voice on Lands and Forestry matters.

A non-lawyer back-bencher of the Caucus, he single-handedly wrote the Caucus’ Constitution/Rules which came to guide the conduct of the NPP members in Parliament.

He was so preoccupied with the success of the Parliamentary party that he was often assisting the then Minority Leader, the venerable J. H. Mensah. In recognition of that fact, J. H. Mensah appointed him as the Secretary to the NPP group in Parliament.

In recognition of his versatility, the then Speaker of Parliament nominated him to accompany him on several trips including a Commonwealth Parliamentary Association (CPA) International Conference in New Zealand.

Indeed, in the 1997-2000 group, he was the face of Youth and Sports even though Mustapha Iddriss was the spokesperson; he was the face of Forestry matters even though Agyare Koi-Larbi was the spokesperson on Lands and Forestry; he was the face of Works and Housing even though Kwamena Bartels was the spokesperson.

In 2001 when the NPP won the Presidential and general elections, most people expected him to be named as the Minister for Youth and Sports, it went to Mallam Issah.

In the meantime, Kwamena Bartels, the then newly appointed Minister for Works and Housing was also strongly lobbying for him to be made his Deputy Minister. None of these happened under President Kufour.

At the beginning of 2001, that is the commencement of the 3rd Parliament of the 4th Republic, the Party, in consultation with the Parliamentary Leader, J. H. Mensah, appointed him as Deputy Majority Whip.

He rose to the position of Chief Whip after Abraham Ossei Aidoo moved from Chief Whip to Deputy Majority Leader under Hon. Felix Owusu Adjapong.

When Felix in 2007 announced his intention to contest for the Presidential Candidate of the NPP, he had to leave his position as Majority Leader. Ossei Aidooh replaced Felix Owusu Adjapong as the Majority Leader and Kyei-Mensah-Bonsu moved up to become the Deputy Majority Leader.

As the Deputy Whip, Chief Whip and Deputy Leader, all the Majority Leaders – J. H. Mensah, Papa Owusu Ankomah, Felix Owusu Adjapong and Ossei Aidooh all attest to the fact that Osei Kyei-Mensah-Bonsu was the one person who worked tirelessly to cover their backs.

Unsurprisingly, when the NPP lost power in 2008 and a new Parliament was ushered in, the NPP MPs in one accord, united behind him and had the party appoint him as the Minority Leader even though some elderly colleagues had been strenuously lobbying to be appointed as Minority Leader.

For the eight years Osei Kyei-Mensah-Bonsu served as the Minority Leader, he distinguished himself and positioned the party as a credible alternative administration.

His advocacy was not propaganda but thorough, well-researched and very intellectual but at the same time, down-to-earth presentations.

His Leadership style was inclusive and unblemished, and that explains why when a group of the MPs resorted to subterfuge to change the Leader in 2013, their attempt was snuffed out by the larger group in Parliament working together with the central party under Jake Obetsebi Lamptey and Kwadwo Owusu Afriyie, aka, ‘’Sir John’’.

In the lead-up to the 2016 Presidential and General elections, the party suffered severe turbulence. It was as if the elected officers had positioned themselves against the victory of Nana Addo Dankwah Akufo Addo, the hope of the vast majority of the party members.

It took the effort of the then Minority Leader, Osei Kyei-Mensah-Bonsu and the then Chairman of the Disciplinary Committee, Prof. Mike Oquaye to rescue the party by causing and facilitating the holding of the Presidential Primaries which yet again resulted in the victory of Nana Akufo Addo.

If there was one group in the NPP which worked tirelessly, consistently and unrelentingly towards the victory of the NPP in the 2016 elections, it certainly was the NPP Minority Caucus under the Leadership of Osei Kyei-Mensah-Bonsu through their activities in Parliament, the various information platforms including press conferences, lectures, symposia, television and radio interviews as well as other political engagements such as demonstrations.

Many of the Ministers, especially during the first chapter of the Nana Akufo Addo administration, before the advent of COVID-19, sponsored many revolutionary bills. The anchor person who smithed these Bills that Parliament passed is no other person than Osei Kyei-Mensah-Bonsu.

Even in Minority in Parliament, he was the lead person in polishing bills that the government brought to Parliament for passage. The Attorneys-General in the NDC government all attest to this, and that is right from the time of Dr. Obed Asamoah. To Kyei-Mensah-Bonsu, this is service to God and country.

Osei Kyei Mensah Bonsu reading the 2021 Budget Statement in Parliament on Friday, March 12.
Osei Kyei-Mensah-Bonsu

In terms of parliamentary practice, Osei Kyei-Mensah-Bonsu knows something about every subject matter, be it education, local government, agriculture, health, works, housing, finance, energy, trade, industry, sports, forestry, you name it.

Indeed, Kyei-Mensah-Bonsu serves as the loom for the party, and it is the reason why every morning, the various radio and television stations want to hear his views on literally every subject matter.

He has been the most principled and stoic defender of the cause of the party and government, in government and in opposition, which arguably no one else has done before. It is the reason why social communicators, especially, the uninitiated always target him for insults, not for any intellectual engagement, of course.

In all these matters which others would sprint away from or shield themselves, Osei Kyei-Mensah-Bonsu has remained unperturbed, often quoting former Prime Minister Busia that, ‘’to become a successful politician in Africa one must have a large stomach to take in all manner of stuff, the good and the bad’’.

The contribution of Osei Kyei-Mensah-Bonsu to our democracy is in the area of governance and that is where he stands tall.

In terms of complementarity, the attributes of Osei Kyei-Mensah-Bonsu cannot be matched by anyone in Parliament now.

In the near-hung parliament, the diplomatic skills of the Majority Leader who leads a skin-of-the-teeth Majority Caucus, are admirable.

He is very intentional in bringing the emboldened Minority Caucus who have a sympathetic Speaker to cushion them, on board of major issues.

Kyei Mensah assembly members salaries
Minister of Parliamentary Affairs, Osei Kyei-Mensah Bonsu

He is a tough nut when he needs to be, especially when he picks his points on issues relating to the constitution, various enactments, the practices and conventions of the House, and above all, the Standing Orders, gliding his way through suppositions, perceptions and plain farce. That is why the MPs see him as peerless.

The versatility of Osei Kyei-Mensah-Bonsu became manifest when in the absence of a Finance Minister, (because en Ofori-Atta who had been nominated by the President had not been vetted and approved by Parliament and following the Constitution, the Finance Ministry did not yet have a Deputy Minister) he was authorised by the President to present the Budget Statement and Economic Policy for the year 2021. Parliament and the entire nation gave him a standing ovation for an impeccable delivery.

The Majority Leader and Leader of the House that Osei Kyei-Mensah-Bonsu has been for the past seven years, he has been a father, big brother and uncle to many of the MPs from both sides of the political divide.

It is why on any typical working day, his office experiences a constant stream of NPP and NDC members visiting for various reasons. The Majority Leader has patience for all of them. That is how harmony is kept in the House of Parliament.

The Ministry of Parliamentary Affairs has been used to harmonise relationships between MPs (on both sides) and MMDCEs as well as Regional Ministers. That is why the rancorous and acrimonious relationship that had existed between MPs, MMDCEs and Regional Minsters is gradually easing off.

The unifier that Kyei-Mensah-Bonsu is, the Technical Committee that exists at the Ministry to input into bills is made up of both NPP and NDC members and the Nation is benefitting from that vehicle.

The Consultative Committee that has been put together by the Ministry of Parliamentary Affairs comprises all shades of political opinion and is working assiduously to holistically review the Constitution.

At the international level, Osei Kyei-Mensah-Bonsu rose to become the President of the Africa Parliamentarians Network Against Corruption (APNAC). He served for two consecutive two-year terms, having first been elected in Kampala, Uganda and, for the Second term, in Ndjamena, Chad by his peers.

At the global level, Kyei-Mensah-Bonsu was elected as the Vice President of the Canada-based Global Organisation of Parliamentarians Against Corruption. He served for a total period of 4-years as such and only recused himself when he was appointed a minister in the Nana Akufo Addo-led government in 2021.

Within the Geneva-based Inter-Parliamentary Union (IPU) which is the world assembly of parliaments, Kyei-Mensah-Bonsu gained the admiration of his associates when he got elected to chair one of the only four committees at the IPU, representing Africa.

Within the Commonwealth Parliamentary Association, he has for more than 15 years been an Executive member for the African Regional chapter.

Within CPA International, he has been an Executive Committee member for four years culminating in his election to serve as Acting Vice Chairman for two years and substantive Vice Chairman for an additional year.

Even though a non-lawyer, Kyei-Mensah-Bonsu was charged with the responsibility of reviewing the constitutions of APNAC and GOPAC which amendments were subsequently unanimously approved by the respective plenary of the two associations.

In reviewing the constitutions of both CPA, Africa Region and CPA International, Osei Kyei-Mensah-Bonsu has played crucial roles.

Charity, it is said, begins at home. It is worthy to note that Osei Kyei-Mensah-Bonsu has played a very pivotal role in reviewing the Standing Orders of Parliament which the House may soon adopt and implement.

Kyei-Mensah-Bonsu was the first to identify Dr Bawumia as the successor to President Nana Addo Dankwah Akufo-Addo. He was the first to step out and to stick his neck out for him. That attracted punches from the then potential aspirants including, in particular, Boakye Agyarko. Many chose to remain in their shells.

Kyei-Mensah-Bonsu was the one who mooted the idea about three years ago that the party should build consensus on a Bawumia-Alan ticket (he was not thinking of himself). Nana Akomea was later to retail the idea. He was also lampooned. If people who matter in the party had taken the matter up!

To strengthen ties between the Kofi Annan Peacekeeping Training Centre (KAIPTC) and the media, a landmark interactive session was convened with prominent media figures.

The purpose was to explore avenues of collaboration aimed at fostering peace not only in Ghana but also across the African continent.

Gathering key media stakeholders alongside the leadership of the KAIPTC, this pioneering initiative marked the first-ever engagement of editors and senior media professionals by the Centre.

The primary objective was to familiarize the media with the operations and programmes of the KAIPTC, seeking their support in effectively communicating the centre’s mission and achievements.

Maj. Gen. Richard Addo Gyane, Commandant of the KAIPTC, underscored the significance of the forum in raising awareness among media circles about the centre’s activities.

He lamented the apparent lack of recognition for the KAIPTC within Ghana, despite its prominent reputation across the African region and among international partners.

Reflecting on the centre’s mandate, Maj. Gen. Gyane highlighted its pivotal role in providing training to over 31,000 individuals from diverse African countries and beyond over the past two decades.

These individuals have been equipped with essential skills for peacekeeping, mediation, and conflict resolution, with many alumni assuming leadership positions vital to peace and security in their respective nations.

Furthermore, the forum emphasized the imperative of involving youth in initiatives aimed at combating violence and promoting peace.

In addition to discussing the KAIPTC’s ongoing activities, the forum served as a platform to preview the upcoming Kofi Annan Peace and Security Forum (KAPS).

This forthcoming event will convene former African heads of state to deliberate on critical issues pertaining to peace and security on the continent, with the distinguished presence of the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, confirmed.

The KAPS is slated for February 28 – 29, 2024.

Young adolescents across the country would get the opportunity to interact one-on-one with the 2023 Miss Malaika Ghana, Queen Lady Nana Yaa Nsarko.

Ms Nsarko is set to roll out her HIV/AIDS prevention awareness project by taking the campaign to their doorsteps.

The project dubbed, “Live On Campaign with Miss Malaika Ghana 2023” will target in-school and out-of-school young adolescents.

The target group will see the crowned Beauty Queen socialize with young adolescents using that opportunity to educate them on HIV/AIDS prevention.

She would also encourage young adolescents to avail themselves for counseling and testing services.

Queen Lady Nsarko who is an Ambassador of the Ghana AIDS Commission, together with her team from Miss Malaika Ghana and other HIV/AIDS experts from NACP would embark on this HIV/AIDS prevention campaign across various communities in the country, especially, the red flag zones where the HIV virus is prevalent.

She would take the campaign to schools, churches, mosques, markets, shopping malls, taxi ranks, lorry stations, bus terminals, and other public places where head porters popularly called Kayayeis are.

The Beauty Queen has since her unveiling as HIV/AIDS prevention Ambassador, been under training at the National AIDS/STI Control Programme, preparing assiduously for this project which aims among other things to sustain the gains made in the fight against the HIV/AIDS and to help to reduce further, the number of new cases.

She told journalists moments after the media launch of ART@20 on Friday, February 16, 2024, that “I can’t wait to see the start of this project to enable me to share the knowledge I have acquired with my peers out there. I am so excited to serve my country, Ghana, on a bigger platform that has been provided to me by the kind courtesy of the Ghana AIDS Commission which has truly made a remarkable achievement in the fight against HIV/AIDS”.

IMANI, a prominent think tank in Ghana, has released the third episode of its Public Understanding and Literacy for Sentiment and Election analysis (PULSE) report.

The report has provided valuable insights into the sentiment analysis of Ghanaians on social media platforms leading up to the 2024 Election.

The PULSE report, a fortnightly curated analysis, delves into the sentiments expressed on various social media platforms including Facebook, X (formerly Twitter), YouTube, Web, TikTok, Instagram, Podcasts, and Newsfeeds.

With approximately 50% internet penetration in Ghana, translating to around 15.7 million people, and about 6.7 million active social media users, the report captures a significant portion of the population, particularly those aged between 18 and 64 who are eligible voters.

While PULSE primarily focuses on the two main contenders, the NPP and the NDC, the third episode broadens its scope to include other parties like the PNC, CPP, ACP, PPP, as well as independent candidates such as the Butterfly Movement and the New Force, reflecting the diverse political landscape of Ghana.

Data for this episode, spanning from January 15 to February 11, 2024, reveals noteworthy shifts in public sentiment, particularly following key events like Dr. Mahamudu Bawumia’s highly publicized speech on the economy on February 7.

This event prompted the addition of new keywords such as #itispossible and #Bawumiaspeaks to assess the impact of Dr. Bawumia’s statements on public opinion.

The sentiment analysis categorizes comments and tweets into positive, negative, and neutral tones using AI tools, providing insights into the prevailing attitudes towards the candidates.

Prior to Dr. Bawumia’s speech, public opinion on both major candidates remained relatively stable. However, post-speech, there was a significant increase in negative sentiment towards Dr. Bawumia, with negative mentions on social media nearly tripling from 13% to 35%.

Notably, the NPP experienced a reduction in positive sentiment from 10.82% to 9.37% following Dr. Bawumia’s speech, indicating a shift in public perception towards the party.

Additionally, the report highlights the emergence of independent candidate Nana Kwame Bediako, popularly known as Cheddar, as a prominent figure in social media discussions, reflecting growing interest in alternative political voices.

Overall, the PULSE Episode 3 sheds light on the dynamic nature of public sentiment in Ghana’s political landscape, emphasizing the importance of social media in shaping voter perceptions and influencing electoral outcomes.

As the election draws nearer, stakeholders will closely monitor these trends to gauge the evolving political landscape and tailor their strategies accordingly.

The Holy Family Hospital in Techiman, located in the Bono East Region, has achieved a major medical milestone, becoming a level four SafeCare-rated health institution.

The hospital has also been fully accredited by the Health Facility Regulatory Agency (HeFRA) as a secondary-level health facility.

The facility has also been accredited by the College of Physicians and Surgeons as a center for specialist training of Members and Fellows of the College, contributing to critical human resource development for the country’s health sector.

This recognition affirms the hospital’s disposition and commitment to the delivery of secondary or referral-level healthcare that meets international standards for quality to the people in the Bono Region and its environs, eliminating the need for them to travel to Kumasi or Accra for specialist-level service in obstetrics, gynecology, pediatrics, and surgical treatment.

The hospital administrator credits the SafeCare quality improvement certification program with the spurring enhancements in various quality standards and protocols, which led to the hospital’s elevation by the College of Physicians and Surgeons.

The hospital administrator, Christopher Akaanbonaab, highlighted the hospital’s journey from its establishment in 1954 as a health post by medical missionaries to its current status as a secondary Hospital facility and a centre of excellence in healthcare delivery.

He emphasized that the accreditation not only benefits patients and the hospital’s image but also mandates the training of medical staff in the region, facilitating the decentralization of healthcare professionals’ development, and their equitable distribution that will lead to overall improvement of healthcare services in the in the region and the country at large.

We currently have accreditation for training in obstetrics and gynecology, pediatrics, and surgery. This is an opportunity to contribute critical human resource development for the health sector of our country, and we are honored to be part of it, stated Mr. Akaanbonaab.

He further expressed the hospital’s commitment to maintaining and enhancing its quality of care through continuous improvement to progress to SafeCare Level 5 status.

Level 4 out of 5 means we have one more step to go. We still recognise that there’s a lot more work to be done. First, to maintain this current rating and more importantly to improve upon it and get the highest rating, which is Level 5.

In the face of a dwindling number of health professionals in rural communities, Mr. Akaanbonaab also lauded the idea of decentralization of medical training in the country.

One way to improve this current situation would be to decentralize residents training to major regional centers that can offer opportunities for more candidates who will not have to move from their social setting to Accra or Kumasi.

The Executive Director of the Christian Health Association of Ghana (CHAG), Dr. Peter Yeboah, described the upgrade of the Holy Family Hospital as monumental, paving the way for the training of more health professionals to address healthcare challenges in the more resource-constrained parts of the country.

To us, it is not only monumental, it is so much a vital instrument for training specialists at the peripheral level. Meaning that we’ll be able to attract and retain specialists who will be trained as part of localization and decentralization to ensure that quality healthcare services are spread to the peripheral ends.

The current status of the facility as a referral centre also makes it the first CHAG hospital to be accredited by the college to train specialists in pediatrics, obstetrics and gynaecology, surgery, and internal medicine. According to the Executive Director of the Christian Health Association of Ghana (CHAG), Dr. Peter Yeboah, this gives meaning to the decentralisation policy of the College of Physicians and Surgeons and aligns very well with Ghana’s quest to achieve Universal Health Coverage.

The concept of decentralization in training members and fellows of the college has long been an objective of the Ghana Colleges of Physicians and Surgeons. After rigorous assessment, the Holy Family Hospital has been accredited to train fellows,” Dr. Yeboah explained.

Hospital authorities are enthusiastic about providing globally standardised healthcare services and equipping healthcare professionals with internationally accepted skills, aligning with Ghana’s goal of achieving universal health coverage.

The hospital has imbibed and leveraged the ambition of SafeCare, which is to create a global platform of organisations and people willing to pursue innovative approaches to improve clinical quality, using transformative digital solutions to challenge the status quo and strengthen trust in the healthcare system.

A significant problem that casts a long shadow over Ghana’s ongoing efforts at social and legal reform is the extreme congestion in its prison system.

This problem is a significant indication of the underlying conflicts and difficulties within Ghana’s criminal justice system, not only one of capability.

This paper presents an important investigation of an alternative course: the use of plea bargaining and non-custodial sentencing, particularly in relation to the controversial topic of same-sex relationships and the proposed legislative response by the Parliament of Ghana through the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021.

This paper is a strong plea for a comprehensive reconsideration of Ghana’s justice system, rather than just an intellectual exercise.

Fundamentally, it is an appeal for the shift from a punitive to a restorative and rehabilitative system, especially when it comes to issues involving the intricate relationships between morality, law, and human rights.

The paper advances a vision of justice that is consistent with modern human rights norms and acknowledges the intrinsic dignity of every person, regardless of their identities or acts, by proposing plea bargaining and non-custodial sentencing.

Without a shred of doubt, the state of Ghana’s prisons, where thousands of inmates are jammed into facilities meant to house considerably fewer, is a clear sign that reform is desperately needed.

This paper makes a compelling case for a transformative approach to criminal justice by providing an analysis of the existing legal frameworks and actual conditions.

It calls for a paradigm change, not just a substitution; it supports a system that looks beyond punishment to the possibility of social reintegration, rehabilitation, and redemption.

This paper serves as a reminder of the wider repercussions of legislative actions as Ghana struggles with the possibility of making same-sex sexual partnerships illegal.

It encourages legislators and politicians to adopt a more compassionate, progressive, and successful approach to criminal justice and to think about how legislative actions will affect society in the long run.

The decisions made today will shape Ghana’s legal history and impact the country’s identity, values, and dedication to justice and human rights.

The Current State of Ghana’s Prisons and the Call for Reform

Ghana’s prisons, grappling with extreme overcrowding, have become a focal point for human rights advocates, legal professionals, and the government.

The nation’s prison system is currently facing a dire situation, with its facilities overflowing beyond capacity.

The total prison population has reached a staggering 15,237, comprising 15,062 males and 175 females, far exceeding the intended capacity of 10,265 (as of July, 2023)

This overpopulation, amounting to a 48 percent congestion rate, is having severe repercussions on the health and living conditions of the inmates.

The Attorney General, Godfred Dame, has underscored the urgency of this situation, advocating for legislative intervention.

The Ghana Prisons Service, in advocating for non-custodial sentencing, underscores its significance, especially due to the slow progress in enacting the Non-Custodial Sentencing Bill.

Understanding Non-Custodial Sentencing

Non-custodial sentencing encompasses various court-imposed punishments that exclude imprisonment, such as community service, probation orders, fines, and conditional discharges.

These alternatives, aimed at punishing and rehabilitating offenders and preventing recidivism, are crucial, especially when the lack of a comprehensive framework in Ghana often results in incarceration for minor offences, thereby worsening prison overcrowding.

Some Relevant Legal Provisions in Ghana

1. The Criminal and Other Offences (Procedure) Act, 1960 (Act 30): This Act, while prescribing various punishments, falls short in providing comprehensive non-custodial options, thus limiting the judiciary’s sentencing capabilities.

2. The Juvenile Justice Act, 2003 (Act 653): Providing a more progressive approach for juvenile offenders, this Act allows for non-custodial measures such as probation or community service, serving as a potential model for the wider criminal justice system.

3. The Narcotics Drugs (Control, Enforcement, and Sanctions) Act, 1990 (P.N.D.C.L. 236): This Act incorporates non-custodial measures in certain contexts, including the confiscation of property and forfeiture of crime proceeds.

4. The Courts Act, 1993 (Act 459): Promoting reconciliation and amicable settlement for misdemeanours, this Act indicates a legislative preference for noncustodial measures in specific cases.

The Rationale for Non-custodial Sentencing

The argument for non-custodial sentencing in Ghana rests on several pillars:

1. Human Rights and Dignity: Overcrowding in prisons leads to conditions that violate basic human rights and dignity. Non-custodial sentences would help reduce prison populations, thus alleviating this problem.

2. Economic Considerations: The financial burden of maintaining the current penal system is substantial. Adopting non-custodial sentences would allow the redirection of funds towards vital development and other sectors.

3. Social and Rehabilitation Benefits: Non-custodial measures offer more effective opportunities for the rehabilitation of offenders, which is crucial in reducing recidivism and enhancing public safety.

4. Judicial and Legislative Momentum: The push for non-custodial sentencing has garnered support from various sectors, including legal experts and human rights organisations, highlighting the necessity for legislative action.

Developments and recommendations

Efforts to tackle prison overcrowding, such as the Community Service Bill and the Non-Custodial Sentencing Bill, are in progress but need acceleration. Stakeholders shaping these bills demonstrate a collaborative approach to reform.

This is commendable.

However, there is urgent need for a firm and decisive action to bring the proposed laws to fruitions.

Recommended steps include:

1. Legislative Action: Prompt enactment of the Non-Custodial Sentencing Bill and the Community Service Bill is essential to providing a legal framework for alternative sentences.

2. Judicial Training and Sensitization: Education and sensitization of judges and magistrates on the benefits and application of non-custodial sentences are vital for their effective implementation.

3. Public Education and Awareness: Raising public awareness and support is crucial for the successful adoption of non-custodial sentencing.

4. Infrastructure and Resource Allocation: Sufficient resources and infrastructure are necessary for the effective administration of non-custodial sentences.

5. Monitoring and Evaluation: Implementing a robust system to monitor and evaluate the application of non-custodial sentences is essential for assessing the policy’s effectiveness and informing future improvements.

Plea bargaining regime in Ghana

The enactment of the Criminal and Other Offences (Procedure) Amendment Act, 2022 (Act 1079) marks a significant legal advancement, broadening the scope of plea bargaining in Ghana.

This Act amends the Criminal and Other Offences (Procedure) Act, 1960 (Act 30), introducing a more strategic approach to plea bargaining.

Key Provisions of Act 1079:

1. Expanded Scope for Plea Bargaining: The Act facilitates negotiations for reducing charges or altering punishments, including sentencing recommendations and restitution.

2. Inclusion of Victim’s Rights: The mandate ensures that victims are informed about potential plea agreements and provided with an opportunity to contribute their views.

3. Comprehensive Factors Consideration: The Act requires the consideration of various factors in reaching a plea agreement.

4. Written Agreements Requirement: The prosecution must document plea agreements in detail, including all pertinent information.

5. Disclosure Obligations: The Act ensures that the accused have access to all necessary documents and evidence for a fair negotiation.

6. Exclusions: Certain serious offences, such as treason, high crime, and murder, are excluded from plea bargaining.

7. Special Provisions for Juveniles: The Act includes specific considerations for juvenile offenders in plea agreements.

Important Note: The case of William Ato Essien, which engaged section 35 of the Courts Act, underscores the potential and challenges of plea bargaining.

His failure to adhere to the terms of his plea bargain, leading to his incarceration, highlights the need for compliance with agreement terms and the consequences of violations.

The Ato Essien case has, to some extent, influenced the structured framework established by Act 1079, ensuring more effective and just conduct of plea bargaining in Ghana.

Addressing Same-Sex Sexual Relationships in Ghana: The Case for NonCustodial Sentencing and Plea Bargaining

In the context of the Parliament of Ghana considering the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021 which proposes to criminalise same-sex sexual relationships, the nature of sentencing is a critical factor.

This section argues against custodial sentences in favour of community or non-custodial sentences, supported by well-defined plea-bargaining provisions.

Arguments against custodial sentences

1. Human Rights and International Condemnation: Custodial sentences for samesex sexual relationships could violate international human rights standards, leading to significant international condemnation and potentially affecting diplomatic relations and economic aid.

2. Aggravating Prison Overcrowding: Introducing custodial sentences for samesex relationships would worsen the already critical situation of prison overcrowding in Ghana.

3. Societal Impact and Stigmatisation: Custodial sentences could increase stigmatisation and discrimination against LGBTQ+ individuals, leading to social ostracization and mental health issues.

4. Cost Implications: Incarcerating individuals for same-sex sexual relationships would entail substantial economic costs, diverting resources from other essential areas.

Advocating for Non-Custodial Sentences and Plea Bargaining

1. Alignment with Human Rights Norms: Non-custodial sentences for same-sex sexual relationships would better align with international human rights norms, reducing potential international backlash.

2. Focus on Rehabilitation and Education: Community sentences focusing on rehabilitation and education could foster understanding of sexual diversity and promote tolerance.

3. Reducing the Burden on the Penal System: Non-custodial sentences would alleviate pressure on Ghana’s prison system, in line with criminal justice reform goals.

4. Legislated Plea-Bargaining Provisions: Incorporating plea bargaining into the legal framework for handling same-sex sexual relationship cases would offer a flexible and humane approach, allowing for case-by-case assessment.

5. Promoting Social Harmony: Non-custodial sentences, particularly those involving community service or educational programmes, could foster social cohesion and respect for diversity.

6. Economic Efficiency: Non-custodial sentences and plea bargaining would be more economically efficient than the costs associated with custodial sentences.

Conclusion

The Parliament of Ghana’s consideration of criminalising same-sex sexual relationships through the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021 presents a pivotal decision affecting not only the LGBTQ+ community but also the wider society.

Opting for non-custodial sentences and legislatively defined plea-bargaining provisions would ensure a humane, economically viable, and internationally respectful legal framework, upholding human dignity and promoting social harmony.

This approach would mitigate the negative implications of custodial sentences, aligning with Ghana’s broader criminal justice reform agenda.

The Parliament of Ghana is clearly at a turning point in its examination of the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021 given the strong evidence and arguments put forth in this paper.

The decision to make same-sex partnerships illegal has significant ramifications for our legal system’s integrity, the larger social fabric, and the LGBTQ+ population.

As this paper argues, the justification for plea bargaining and non-custodial punishment is not only a question of opinion; it is a basic responsibility of the Parliament.

It is an obligation based on the values of social justice, economic pragmatism, human rights, and legislative accountability.

Choosing noncustodial punishments and structured plea bargaining provides a more humanitarian, financially sustainable, and globally acceptable legal system that is in line with international human rights standards.

This strategy also directly addresses Ghana’s prison overpopulation, which has become a human rights disaster due to extreme overcrowding.

By adopting the approach proposed in this paper, Parliament can relieve pressure on Ghana’s criminal justice system, reallocate funds to areas of urgent need, and promote a more restorative rather than punitive approach to justice by implementing noncustodial sentencing.

Adopting these proposed legislative responses will also demonstrate Ghana’s dedication to progressive and enlightened governance.

It would show a readiness to approach difficult social challenges in a way that preserves the values of justice and fairness, respects the dignity of every person, and fosters social harmony.

In summary, the Parliament of Ghana bears a great responsibility to fulfil this purpose. It must step up to the plate and take the lead in transforming the criminal justice system by adopting plea deals and non-custodial punishment in its proposed legislative response to same-sex sexual relationships and related issues.

This is a moral requirement and a step in the direction of a society that is more just, equal, and compassionate than merely a legislative change.

Parliament, in its efforts to police the kinds of adult relationships considered lawful and culturally acceptable and unacceptable in Ghana, has the chance to establish a precedent that reverberates internationally as a reputable member of the international community, demonstrating its dedication to social progress, fairness, and human rights.

At the High Court, Ho, on 7th February 2024, Justice Owoahene Acheampong refused to allow the lawyer for the Petitioners to withdraw his application for judgment on admissions which had been earlier argued before the belated application by the 2nd Respondent to the Petitioner, Hon. Peter Amewu, to file an answer to the Election Petition out of time.

Justice Acheampong indicated that he was not “ashamed to state that I know of no law or rule that allows me to allow an applicant to withdraw an application that has been moved ….”.

He did not discuss the cases Counsel for the Petitioners, Mr. Tsatsu Tsikata, had cited before the court but stated that according to Counsel, the cases were by way of analogy.

Though dismissing the application, the judge did not grant costs against the Petitioners though Counsel for Hon. Amewu, Mr. Kofitse, pressed the court to do so.

In response to the application for costs to be awarded, Mr. Philip Jimanor, who held the brief of Mr. Tsikata pointed out that it was the late entry of Hon. Amewu that had led to the application to withdraw the application for judgment on admissions to save time in the suit.

After he dismissed the application to withdraw the application for judgment on admissions, Justice Acheampong then went on to deliver a ruling dismissing as unmeritorious the application made on behalf of the Petitioners for judgment on admissions.

According to him, though the petitioners did not seek declaratory reliefs in their petition, but rather sought to have the election set aside and re-run, their pleadings show that they were seeking a declaration that the election and its results were null and void.

He emphasized that it is only the High Court that can declare an election of a Parliamentary candidate as null and void per section 6 of PNDCL 284 and therefore Petitioners should not have stated in paragraphs 32 and 33 of their petition that the election of 2nd Respondent is null and void.

He stated that he cannot set aside an election and its results without having first declared the same as null and void.

The petition must necessarily involve a declaration of whether the election was null and void before the reliefs sought by the petitioners could be granted.

He further stated that declaratory reliefs cannot be obtained by applications but after trial.

Accordingly, the judge held the view that evidence would need to be taken before granting these reliefs.

He further stated that the rule under which the application was brought, (Order 23 of the High Court (Civil Procedure) Rules) does not provide for judgment on admissions but rather for orders to be made by the judge on the admissions.

Justice Acheampong, therefore, indicated that “assuming the 1st Respondent made admissions of facts, that will become a legally triable matter”.

Justice Acheampong said he would therefore make orders for the further conduct of the case as part of his ruling on the application for directions.

The lawyer for Hon. Amewu again pressed the court for costs but this was opposed by a lawyer for the Petitioners and the judge refused to award costs against the Petitioners.

According to Justice Acheampong, the application for directions filed by the Counsel for the Petitioners after filing replies to the Answers filed by the Respondents was premature.

Justice Acheampong nonetheless adopted the application for Directions filed by Counsel for Petitioners on 19th January 2024 as regularly filed and made an order granting the Respondents twenty-one days to file any issues additional to the issues that had been filed by Counsel for Petitioners in the application for directions.

He stated that on the next adjourned date he would decide on whether the court would be proceeding by way of a trial or by hearing legal argument.

The court adjourned to March 15, 2024, to set down issues in the application for directions.

Ghana’s fuel emissions levy: Another dubious taxation approach by gov’t on citizens https://www.adomonline.com/ghanas-fuel-emissions-levy-another-dubious-taxation-approach-by-govt-on-citizens/ Tue, 06 Feb 2024 14:24:35 +0000 https://www.adomonline.com/?p=2352358 In December of last year, Ghanaians were greeted with a new fiscal imposition from their government: an annual levy tied to the carbon emissions emanating from their petrol or diesel-powered vehicles. In December of last year, Ghanaians were greeted with a new fiscal imposition from their government: an annual levy tied to the carbon emissions emanating from their petrol or diesel-powered vehicles.

Proponents of this levy, including the government itself, argue that it serves the dual purpose of curbing the nation’s emissions and bolstering governmental revenue.

The levy was recently greenlit by Ghana’s parliament, encompassing fees ranging from 75 Ghanaian cedis for motorized tricycles and motorcycles to 300 cedis for vehicles boasting a capacity of 3,000cc or higher.

While on the global scale, fuel emissions levies are intended to foster the adoption of eco-friendly technology and green energy, the rationale behind this specific tax begs scrutiny.

Firstly, it is imperative to question whether this levy stands any credible chance of significantly curbing emissions.

The resounding answer is ‘no’!

This levy, as it stands, isn’t a progressive solution to carbon emission in Ghana as the absence of credible alternatives will effectively take away the levy’s deterrent effect necessary to dissuade individuals from operating carbon-emitting vehicles.

The fact is, if this levy is meant to incentivise the transition to electric vehicles (EVs), then it is too far-fetched as vehicle buyers in Ghana have no such alternatives.

In the Ghanaian context, where such alternatives remain scarce, this tax merely imposes an additional burden on citizens without offering a tangible pathway toward sustainable transportation.

It’s baffling that the government proceeds with the implementation of this levy despite acknowledging the populace’s lack of choice in the matter.

The move appears particularly egregious in light of the government’s purported commitment to shifting the nation’s focus from taxation to production, a promise now seemingly contradicted by the imposition of multiple taxes, including this emissions levy.

In essence, Ghana’s venture into carbon emissions taxation raises pertinent questions regarding its efficacy, feasibility, and alignment with broader economic objectives.

As it stands, citizens will have to grapple with yet another tax burden but what can the people do but obey?

In a significant stride for healthcare in Ghana, the Bamboi Polyclinic has been awarded Level 4 on SafeCare Quality Standards, an international benchmark for quality healthcare delivery.

This achievement places the facility, located in the Bole district of Savannah Region, at the forefront of healthcare excellence, being the first under the Ghana Health Service to escalate from Level 2 to Level 4 within just a year.

Speaking to journalists in Accra, at a short ceremony to present the SafeCare level 4  certification, the Director General of the Ghana Health Service, Dr. Patrick Kuma Aboagye said that quality remains a challenge for all healthcare systems worldwide.

“The challenges and the issues to deal with in quality of care gets more serious as you move towards the remote parts of the country like Bamboi,” he added.

GHS to adopt the internationally accredited SafeCare quality improvement standards

The GHS Director General said the quest for the highest quality of care in health services must be a cross-cutting system that must permeate all the care delivered in the facilities, including the management systems.

Dr. Patrick Kuma Aboagye is impressed with the SafeCare methodology and how its adoption could accelerate the quality improvement journey Ghana Health Services is working towards.

“I am confident that we can adapt the SafeCare standards to the Ghanaian situation and context and improve the quality of care in Ghana’s healthcare delivery system,” he emphasized.

Dr. Aboagye praised the Bamboi team’s resilience and commitment to achieving SafeCare’s quality standards, noting that such improvements are crucial across Ghana’s health services for consistently high-quality care and attainment of Universal Health Coverage (UHC).

What does Level 4 SafeCare mean for the client?

The Country Director for SafeCare Bonifacia Benefo Agyei explained that SafeCare Level 4 ensures that patients at Bamboi Polyclinic receive uniform, consistent, and high-standard care, significantly lowering risk and elevating quality.

“This milestone is a testament to the clinic’s adherence to strict protocols and procedures, leveraging data to identify and address gaps in care delivery. This award not only marks a leap in healthcare management but also sets a precedent for other facilities to follow, showcasing the potential for substantial improvement in healthcare quality across Ghana.” She added.

Bonifacia Benefo Agyei further explained that for the healthcare managers and health policymakers, improving the quality of care and reducing risks that come with the SafeCare Level 4, facilities will reduce waste and cost and ultimately increase patronage and profitability.

“Bamboi did this in one year, they moved from Level 2 to Level 4. So among Polyclinics, this one at Bamboi stands out in Ghana,” Bonifacia added.

She challenged other healthcare facilities to be inspired by the successes chalked by the Bamboi Polyclinic and push higher to improve the quality of care delivered through the SafeCare methodology.

The Acting Medical Superintendent of the Bamboi Polyclinic, Dr. Boi Vituse Vikpenoba, also noted that the SafeCare quality improvement programme has impacted the operation and management of the hospital positively and greatly improved health outcomes for patients.

They gave us a lot of guidelines and action plans, we developed a lot of protocols with monitoring and evaluation and after that, we have seen a lot of improvements in attendance in the facility,” he explained.

Dr. Boi Vituse Vikpenoba said, “At the theatre, the wards, the pharmacy, and even at the OPD we see a lot of improvements.”

Speaking about the actual actions that have led to the attainment of this feat by the Polyclinic, the quality improvement focal person Kennedy Kuredoh said a seven-member team has been set up by the management of the facility to review the performance of the team, and assigned the quality improvement tasks to the team.

He added that the team consistently monitors the SafeCare App to appreciate where the gaps are and it guides the teams to address those gaps

In a bid to enhance financial transparency and compliance with tax regulations, leading Electronic Money Issuers (EMIs) in Ghana have announced the impending blocking of agent accounts that are not linked to either Ghana Cards or Tax Identification Numbers (TINs) by the end of January 31, 2024.

Following extensive discussions with the Ghana Revenue Authority (GRA), EMIs were granted an extension until the end of Wednesday, January 31, 2024, to facilitate the linking process between agent accounts and either Ghana Cards or TINs.

Failure to complete this process by the stipulated deadline will result in the automatic blocking of agent accounts starting from February 1, 2024.

Throughout this initiative, affected agents have been directly contacted through various communication channels to ensure awareness of the impending changes.

A press release issued by the Telcos Chamber says it is the final call to action for agents who have not yet completed the linking process, urging them to take immediate steps to regularize their operations.

If an agent’s account is suspended on February 1, 2024, they will have the opportunity to visit any operator outlet with their Ghana Card or TIN to finalize the linking process and restore account functionality.

Recognizing the pivotal role of mobile financial services in promoting financial inclusion and driving economic growth, EMIs reaffirm their commitment to providing convenient, secure, and accessible financial services to all Ghanaians.

This move aligns with broader efforts to strengthen regulatory compliance within Ghana’s financial ecosystem, contributing to a more transparent and sustainable financial landscape.

For further information and assistance, affected agents are encouraged to reach out to their respective EMIs or visit operator outlets before the deadline.

This press release serves as a reminder of the impending deadline and underscores the importance of compliance with regulatory requirements for all stakeholders within Ghana’s financial sector.

The Kwame Nkrumah University of Science and Technology (KNUST) has announced the closure of its basic schools in response to an ongoing industrial action by various unions within the educational sector.

The closure, effective from Tuesday, January 30, 2024, until further notice, comes in the wake of a declaration of industrial action by the Teachers and Educational Workers’ Union of the Trades Union Congress (TEWU-TUC), the Senior Staff Association – Universities of Ghana (SSA-UG), and the Ghana Association of University Administrators (GAUA).

In an official statement issued by the University Registrar, A. K. Boateng, the decision to shut down the KNUST Basic Schools was conveyed to the university community and the general public.

The closure is a proactive measure undertaken by the university administration amidst the ongoing labour dispute, aimed at ensuring the safety and well-being of students and staff.

The industrial action initiated by the aforementioned unions has created a state of uncertainty within the education sector, with demands ranging from improved working conditions to salary adjustments.

The impact of the strike has been felt across various educational institutions, including universities and basic schools.

The closure of the KNUST Basic Schools adds to the growing list of educational institutions affected by the labour dispute, further exacerbating concerns over the continuity of academic activities and the welfare of students.

Dr. Daniel Norris Bekoe, the University Relations Officer of KNUST, highlighted the detrimental impact of the strike declared by the TEWU-TUC and GAUA unions on the university’s workflow.

He emphasized the need for urgent engagement among relevant stakeholders to address the grievances outlined by these unions and find mutually beneficial solutions.

Such proactive measures are essential for maintaining the smooth functioning of the university and fostering a conducive environment for all stakeholders involved

Parents and guardians may have to make alternative arrangements for the education of their children during the period of closure.

As the standoff between the unions and government persists, stakeholders remain hopeful for a swift resolution to ensure the uninterrupted delivery of quality education across Ghana’s educational institutions.

Mepe, a town already grappling with the aftermath of flooding caused by the Volta River Authority (VRA) spillage, has been struck by yet another unfortunate event.

A steel bridge located at Saikope in the Mepe area, crucial for connecting the North Tongu town, of Juapong, to the Central Tongu capital town, Adidome, has collapsed.

According to reports, the collapse occurred when a fully loaded trailer carrying salt attempted to cross the bridge.

Fortunately, there have been no reported fatalities resulting from the incident.

In response, the District Chief Executive, Osborn Devine Fenu, has issued a public advisory via his personal Facebook Page.

He urges motorists to take an alternate route through another Mepe town, Dadome, to access Adidome and Juapong safely.

Even though investigations are yet to commence into the actual cause of the collapse, the DCE has alleged overloading of the truck, saying The report have it that a fully loaded trailer carrying salt, likely surpassing the recommended maximum load of 25 tonnes, traversed the bridge, resulting in its collapse. Fortunately, the driver and the mate are reported to be safe.

While the DCE’s claim is a possibility, the point needs to be made that long before the collapse of the bridge, authorities had stationed a warning sign, signaling road users of a “weak bridge ahead” of them.

There is also a sign that says the maximum load limit of the bridge is 25 tons.

Until investigations conclude, it will be difficult to say which of the two phenomena has collapsed the bridge – weak bridge or excess tonnage.

Below is the DCD’s update and advisory as shared on his personal Facebook wall:

Urgent Notice

We woke up to the distressing news of another sudden accident— the collapse of the steel bridge at Saikope-Mepe along the Adidome to Juapong Road.

The report have it that a fully loaded trailer carrying salt, likely surpassing the recommended maximum load of 25 tonnes, traversed the bridge, resulting in its collapse. Fortunately, the driver and the mate are reported to be safe.

We have promptly informed all relevant stakeholders to ensure swift action is taken. The urgent need for a new bridge at the location is abundantly clear.

In the interim, we advise all motorists to utilize the diversion via Dadome to Adidome and Juapong.

In times like this, it’s crucial to ensure the safety and well-being of everyone involved. This is a challenging situation, but we trust in our collective ability to address it effectively.

This too shall pass!

Amy and Ano are identical twins, but just after they were born they were taken from their mother and sold to separate families.

Years later, they discovered each other by chance thanks to a TV talent show and a TikTok video.

As they delved into their past, they realised they were among thousands of babies in Georgia stolen from hospitals and sold, some as recently as 2005. Now they want answers.

Amy is pacing up and down in a hotel room in Leipzig. “I’m scared, really scared,” she says, fidgeting nervously. “I haven’t slept all week. This is my chance to finally get some answers about what happened to us.”

Her twin sister, Ano, sits in an armchair, watching TikTok videos on her phone. “This is the woman that could have sold us,” she says, rolling her eyes.

Ano admits she is nervous too, but only because she doesn’t know how she will react and if she will be able to control her anger.

It’s the end of a long journey. They have travelled from Georgia to Germany, in the hope of finding the missing piece of the puzzle. They are finally meeting their birth mother.

For the past two years, they have been building a picture of what happened. As they unravelled the truth, they realised there were tens of thousands of other people in Georgia who had also been taken from hospitals as babies and sold over the decades.

Despite official attempts to investigate what happened, nobody has been held to account yet.

The story of how Amy and Ano discovered each other starts when they were 12.

Amy Khvitia was at her godmother’s house near the Black Sea watching her favourite TV programme, Georgia’s Got Talent.

There was a girl dancing the jive who looked exactly like her. Not just like her, in fact, identical.

“Everyone was calling my mum and asking: ‘Why is Amy dancing under another name?'” she says.

Amy mentioned it to her family but they brushed it off. “Everyone has a doppelganger,” her mother said.

Seven years later, in November 2021, Amy posted a video of herself with blue hair getting her eyebrow pierced on TikTok.

Two hundred miles (320km) away in Tbilisi, another 19-year-old, Ano Sartania, was sent the video by a friend. She thought it was “cool that she looks like me”.

Ano tried to trace the girl with the pierced eyebrow online but couldn’t find her, so she shared the video on a university WhatsApp group to see if anyone could help. Someone who knew Amy saw the message and connected them on Facebook.

Amy instantly knew Ano was the girl she had seen all those years ago on Georgia’s Got Talent.

“I have been looking for you for so long!” she messaged. “Me too,” replied Ano.

Over the next few days, they discovered they had a lot in common, but not all of it made sense.

They were both born in Kirtskhi maternity hospital – which no longer exists –  in western Georgia but, according to their birth certificates, their birthdays were a couple of weeks apart.

They couldn’t be sisters, much less twins. But there were too many similarities.

They liked the same music, they both loved dancing and even had the same hairstyle. They discovered they had the same genetic disease, a bone disorder called dysplasia.

It felt like they were unravelling a mystery together. “Every time I learned something new about Ano, things got stranger,” says Amy.

They arranged to meet and a week later, as Amy approached the top of the escalator at Rustaveli metro station in Tbilisi, she and Ano saw each other in the flesh for the very first time.

“It was like looking in a mirror, the exact same face, exact same voice. I am her and she is me,” says Amy. She knew then that they were twins.

“I don’t like hugs, but I hugged her,” says Ano.

Image caption,Ano (L) and Amy (R) met for the first time at Rustaveli metro station – they have often chosen similar hairstyles

They decided to confront their families and for the first time they learned the truth. They had been adopted, separately, a few weeks apart in 2002.

Amy was upset and felt her whole life had been a lie. Dressed head to toe in black she looks tough, but she fiddles with her studded choker nervously and wipes a mascara-stained tear away from her cheek. “It’s a crazy story,” she says. “But it’s true.”

Ano was “angry and upset with my family, but I just wanted the difficult conversations to be over so that we could all move on”.

Digging deeper, the twins found the details on their official birth certificates, including the date they were born, were wrong.

Unable to have children, Amy’s mother says a friend told her there was an unwanted baby at the local hospital. She would need to pay the doctors but she could take her home and raise her as her own.

Ano’s mother was told the same story.

Neither of the adoptive families knew the girls were twins and despite paying a lot of money to adopt their daughters, they say they hadn’t realised it was illegal. Georgia was going through a period of turmoil and as hospital staff were involved they thought it was legitimate.

Neither family would reveal how much money was exchanged.

The twins couldn’t help wondering if their biological parents had sold them for profit.

Amy wanted to search for their birth mother to find out, but Ano wasn’t sure. “Why do you want to meet the person that could have betrayed us?” she asked.

Amy found a Facebook group dedicated to reuniting Georgian families with children suspected to have been illegally adopted at birth and she shared their story.

A young woman in Germany replied, saying her mother had given birth to twin girls in Kirtskhi Maternity Hospital in 2002 and that despite being told they had died, she now had some doubts.

DNA tests revealed that the girl from the Facebook group was their sister, and was living with their birth mother, Aza, in Germany.

Amy was desperate to meet Aza, but Ano was more sceptical. “This is the person who could have sold you, she’s not going to tell you the truth,” she warned. Even so she agreed to go to Germany with Amy to support her.

The Facebook group the twins had used, Vedzeb, means “I’m searching” in Georgian. It has countless posts from mothers who say hospital staff told them their babies had died, but later discovered the deaths weren’t recorded and their children could still be alive.

Other posts are from children like Amy and Ano, looking for their birth parents.

The group has more than 230,000 members and, along with access to DNA websites, has blown wide open a dark chapter in Georgia’s history.

It was set up by journalist Tamuna Museridze in 2021 after she discovered she was adopted. She found her birth certificate with incorrect details when she was clearing out her late mother’s house.

She started the group to search for her own family, but the group has ended up exposing a baby trafficking scandal affecting tens of thousands of people, and spanning decades.

A Georgian sign over a hallway in a derelict hospital
Image caption,The now derelict Gurjaani maternity hospital is one of at least 20 implicated in the sale of babies

She has helped to reunite hundreds of families but has not yet tracked down her own.

Tamuna discovered a black market in adoption that stretched across Georgia and went on from the early 1950s to 2005.

She believes it was run by organised criminals and involved people from all sections of society, from taxi drivers to people high up in the government. Corrupt officials would fake the documents needed for the illegal adoptions.

“The scale is unimaginable, up to 100,000 babies were stolen. It was systemic,” she says.

Tamuna explains that she calculated this figure by counting the number of people who have contacted her and combining that with the time frame and the nationwide spread of cases.

With a lack of access to documents – some have been lost and others aren’t being released – it is impossible to verify the exact figure.

Tamuna says many parents told her that when they asked to see the bodies of their dead babies they were told they had already been buried in the hospital grounds. She has since learned that cemeteries at Georgian hospitals never existed. In other cases parents would be shown dead babies who had been frozen in the mortuary.

Irina Otarashvili in her garden
Image caption,Irina Otarashvili gave birth to twins in 1978 – she was told they had died but now thinks she was lied to

Tamuna says it was expensive to buy a child, about the equivalent of a year’s salary. She discovered that some children ended up with foreign families in the US, Canada, Cyprus, Russia and Ukraine.

In 2005 Georgia changed its adoption legislation and in 2006 it strengthened anti-trafficking laws, making illegal adoptions more difficult.

Another person looking for answers is Irina Otarashvili. She gave birth to twin boys in a maternity hospital in Kvareli, in the foothills of Georgia’s Caucasus mountains in 1978.

The doctors told her both boys were healthy but, for reasons that were never explained, they were kept away from her.

Three days after they were born, she was told they had both suddenly died. A doctor said they had respiratory problems.

Irina and her husband couldn’t make sense of it, but especially in Soviet times “you didn’t question authority” she says. She believed everything they said.

They were asked to bring a suitcase to take the infants’ remains away and to bury it in a cemetery or their back garden, as was common for babies at the time. The doctor told them never to open the case as it would be too upsetting to see the bodies.

Irina did as she was told, but 44 years later her daughter Nino found Tamuna’s Facebook group and grew suspicious.

“What if our brothers didn’t really die?” she wondered. Nino and her sister Nana decided to dig up the suitcase.

“My heart was racing,” she says. “When we opened it there were no bones, just sticks. We didn’t know whether to laugh or cry.”

She says local police confirmed the contents were branches from a grapevine and there was no trace of human remains.

She now believes her long-lost brothers could still be alive.

In the hotel in Leipzig, Amy and Ano prepare to meet their birth mother. Ano says she’s changed her mind and wants to back out. But it’s a momentary wobble and, taking a deep breath, she decides to go ahead.

Their biological mother, Aza, waits nervously in another room.

Amy opens the door hesitantly and Ano follows, almost pushing her sister into the room.

Aza lunges forward and embraces them tightly, one twin on each side. Minutes pass and locked in embrace, no-one speaks.

Ano, Aza and Amy embrace

Tears stream down Amy’s face but Ano remains stoic and unwavering. She even looks a little irritated.

The three of them sit down to talk in private.

Later, the twins say that their mother explained she had been ill after giving birth and fell into a coma. When she awoke, hospital staff told her that shortly after the babies were born, they had died.

She said that meeting Amy and Ano has given her life new meaning. Although they are not close, they are still in touch.

In 2022, the Georgian government launched an investigation into historic child trafficking. It told the BBC it has spoken to more than 40 people but the cases were “very old and historic data has been lost”. Journalist Tamuna Museridze says she has shared information but the government hasn’t said when it will release its report.

It has made at least four attempts to get to the bottom of what happened. These include an investigation in 2003 into international child trafficking which led to a number of  arrests but little information has been made public.

In 2015, after another investigation, Georgian media reported that the general director of the Rustavi maternity hospital, Aleksandre Baravkovi, was arrested but cleared and returned to work.

The BBC approached the Georgian Interior Ministry for further information on individual cases but we were told that specific details would not be released due to data protection.

Tamuna has now joined forces with human rights lawyer Lia Mukhashavria to take the cases of a group of victims to the Georgian courts.

They want the right to access their birth documents – something not currently possible under Georgian law.

They hope that this will help lay ghosts to rest. “I always felt like there was something or someone missing in my life,” says Ano. “I used to dream about a little girl in black who would follow me around and ask me about my day.” That feeling disappeared when she found Amy.

An ordinary segment on Adom FM‘s morning show, Dwaso Nsem, transformed unexpectedly when renowned lawyer Martin Kpebu shared insights on his recent legal victory in a high-profile treason case.

The discussion veered into a national dialogue, catching even host Chief Jerry Forson and his production team off-guard.

Kpebu, known for his anti-corruption advocacy, delved into the flaws of Ghana’s democratic system, drawing parallels with Socrates’ critique of democracy in “The Republic.”

He highlighted how financial influence often leads to unfit individuals assuming leadership roles in democracies.

During this discourse, Kpebu notably commended Ghana’s third president in the Fourth Republic, Professor John Evans Atta-Mills, suggesting that leaders of his caliber are rare and invaluable.

He proceeded to rank all five presidents of the Fourth Republic, positioning Atta-Mills at the top, followed by Jerry Rawlings, John Agyekum Kufuor, and John Mahama, respectively.

Surprisingly, he placed current president Akufo-Addo at the bottom of his ranking, describing his performance vis a vis the fight against corruption as poor.

Kpebu’s analysis, shared on Adom FM‘s morning show, is expected to spark a deep discussion on Ghana’s political landscape and the perceived susceptibility to corruption among its past and present leaders.

Below are his views as shared on Adom FM:

Professor Kobby Mensah has defined New Patriotic Party stalwart, Gabby Otchere-Darko, saying he’s a man soaked in power.

The professor has challenged Gabby’s assertion that family members of the president have an edge when it comes to political appointments because their grandfather gave them a good education.

According to Prof Mensah, the NPP man only made such comments because he had become “soaked in power” as his position is averse to the principles of good governance.

The principle of conflict of interest doesn’t make sense anymore to those who feel they are more educated than all Ghanaians because their grandparents took that seriously than the grannies of all of us.

Gabby, in a recent interview on Star FM, made the point that Akufo-Addo’s grandfather fathered a lot of children who got head starts in life because he took their education seriously.

“… Because they got education early at a time that just a minority of Ghanaians were getting education, it gave them, if you like, to a point a head start.

“I’m just making the point that I don’t know how many of you in this room have a grandfather who had over 100 children?… I did.

“So, he’s appointed and his appointment is just because he’s family member; just forget the fact that he helped to raise money, he put resources in there (his own resources), he was a critical member of the campaign and he was a successful businessman, a private sector person, who has something to contribute,” he said of Finance Minister, Ken Ofori-Atta.

A source in Niger claims that the Minister of Defense of Ukraine Rustem Umerov secretly visited Niamey to conclude a contract with the French company Orano for the purchase of uranium.

The Ukrainian delegation is seeking to establish supplies of uranium for use in the arms industry.

An officer of the National Guard gave an interview to the channel Nigerinter in which he spoke about the visit of the Ukrainian delegation to Niamey, held on November 11, 2023.

A delegation led by the Minister of Defense of Ukraine Rustem Umerov visited Niamey to meet with representatives of the Government of Niger and the French company Orano, which is engaged in uranium mining in Niger.

Members of the Ukrainian delegation in Radisson Blu Hotel Niamey

During the negotiations, the Ukrainian delegation expressed its intention to conclude a contract for the purchase of uranium for use in the arms industry.

According to the officer, the negotiations were successful and the contract is under implementation.

Niger is the seventh-largest producer of uranium in the world and the second-largest in Africa (after Namibia), and its territory contains deposits of the highest-grade uranium ores on the entire continent.

Niger was also one of the leading uranium exporting countries to France and the EU as a whole.

However, after the former President of Niger, Mohamed Bazoum, left his post as a result of a coup, the situation has changed.

The coup was provoked by citizens’ dissatisfaction with the policy of Bazoum, who was called by many “a puppet of France”.

According to the citizens of the country, Bazoum allowed France to purchase the country’s main valuable resource, uranium, at a low price, which entailed losses for the country’s economy and a decrease in people’s level of life.

The new government of Niger, led by the president of the National Council for the Safeguard of the Homeland of Niger, Abdourahamane Tchiani, has decided to put an end to unprofitable partnerships for Niger, including the sale of uranium.

The new government has also updated agreements with the French company Orano to achieve more favorable economic conditions for the country.

Thus, reaching a new agreement with the Government of Ukraine is one of the efforts of the Government of Niger to get rid of dependence on France and conclude new mutually beneficial partnerships.

The Social Security and National Insurance Trust (SSNIT) in Ghana is gearing up to expand its outreach to include more individuals from the informal sector and self-employed category into the government-backed Tier One pension scheme.

Building upon the achievements of last year’s Self-Employed Enrolment Drive (SEED), SSNIT is poised to adopt a more assertive strategy to attract a greater number of people in this segment, securing their retirement prospects.

Dr. John Ofori-Tenkorang, the Director-General of SSNIT, affirmed the organization’s commitment to this cause, emphasizing the need to sustain momentum beyond the previous year’s successes.

He stated, “We have devised an effective initiative to ensure a brighter future for many individuals upon retirement, and we must maintain this momentum throughout this year and beyond.”

Expansion in Enrollment

The number of self-employed individuals enrolled with SSNIT witnessed a remarkable surge in the last two quarters of the preceding year.

Starting from approximately 14,200 in May, the figure soared to over 57,000 by the end of the last month, with more individuals poised to join the scheme.

SSNIT attributes this surge to a vigorous campaign by the management of the state-run pension scheme, a drive that is slated to intensify in the coming years.

The campaign aims to encompass a substantial portion of the informal sector workforce within the pension scheme’s purview.

While acknowledging the progress in enrolling tens of thousands of self-employed individuals within a short span, Dr. Ofori-Tenkorang stressed the need for continued efforts to scale up enrollment into the hundreds of thousands and even millions, aligning with the organization’s strategic objectives.

Addressing the Gap

According to estimates by the National Pensions Regulatory Authority (NPRA), only about 600,000 out of 6.7 million self-employed individuals in Ghana currently have some form of pension coverage.

This glaring gap underscores the pressing need for SSNIT to bridge this disparity and extend pension benefits to the vast majority of self-employed individuals currently devoid of such coverage.

Ensuring Sustainability

Dr. Ofori-Tenkorang reiterated SSNIT’s commitment to ensuring the sustainability of the pension scheme, which serves as a crucial financial safety net for both formal and informal sector workers.

He affirmed the scheme’s solvency and viability, underscoring SSNIT’s obligation to uphold its stature as one of the premier state-run pension schemes on the continent.

Furthermore, Dr. Ofori-Tenkorang highlighted SSNIT’s proactive approach to optimizing its investments to fulfill its obligations toward pensioners.

While acknowledging some underperforming investments, he assured stakeholders of SSNIT’s unwavering dedication to addressing these challenges in the best interest of the scheme’s beneficiaries.

In conclusion, Dr. Ofori-Tenkorang urged those yet to join the scheme not to be swayed by unfounded apprehensions but to seize the opportunity to secure their financial future through SSNIT’s pension scheme.

Vakpo and Ho, Volta Region – Newage Agric Solutions Limited, in collaboration with Greenland Seeds Limited and the Plant Protection and Regulatory Services Department (PPRSD) of the Ministry of Food Agriculture (MOFA), recently embarked on seed training program for 67 youth farmers in the Volta Region of Ghana.

The training, which took place from 18th to 22nd December 2023, aimed to equip young farmers, particularly women, with the necessary skills and knowledge to become seed producers under the Youth Entrepreneurship in Seed System Program (YESSPRO).

YESSPRO, an initiative under The Harnessing Agricultural Productivity and Prosperity for Youth (HAPPY) Program, is a co-created and consortium-managed project that seeks to transform the rice, soybean, tomato, and poultry value chains in Ghana with Agri-Impact Limited as the PMU.

The programme aims to empower youth farmers by providing them with training and support to become seed producers and contribute to national food security.

The recent training programme conducted by Newage Agric Solutions Limited, in partnership with Greenland Seeds Limited and PPRSD, focused on equipping the participants with the necessary technical know-how and skills required for seed production.

The training covered various aspects of seed production, including seed selection, handling, storage, and quality control measures.

The participants were also educated on the importance of producing certified seeds to ensure the production of high-quality grains for farmers within the Volta Region and beyond.

Speaking about the significance of the YESSPRO initiative, Mr. Martin Tettey Nartey, the General Manager of Newage Agric Solutions Limited, emphasised the importance of youth involvement in agricultural activities.

He stated, “Youth engagement in agriculture is crucial for the sustainable development of the sector. Through YESSPRO, we aim to empower young farmers to become seed producers and contribute to the overall growth and food security of our nation. By producing certified seeds, these youth farmers will not only meet the demands of local farmers but also contribute to the national food security agenda.”

The collaboration between Newage Agric Solutions Limited, Greenland Seeds Limited, and PPRSD highlights the multi-stakeholder approach required to build a robust seed production system in Ghana.

The active involvement of both private sector and regulatory bodies ensures the implementation of best practices and adherence to quality standards in the seeds industry.

The youth farmers under training expressed their gratitude for the opportunity to participate in the YESSPRO training program.

Ms. Anani Precious, one of the beneficiaries, shared her enthusiasm, stating, “This training has opened up new avenues for us as young farmers.

We now have the skills and knowledge to produce high-quality seeds, which will not only benefit us but also contribute to the agricultural development of our region and country.”

As the YESSPRO beneficiaries begin their journey as seed producers, the programme aims to provide ongoing support and mentorship to ensure their success.

By creating a network of trained youth farmers engaged in seed production, YESSPRO envisions a sustainable and inclusive agricultural sector that promotes the growth and prosperity of Ghana’s economy.

The successful completion of the seed training programme by Newage Agric Solutions Limited, Greenland Seeds Limited, and PPRSD will mark a significant step towards achieving the objectives of the YESSPRO initiative.

With the empowerment of youth farmers as seed producers, the country is poised to witness a positive transformation in its agricultural landscape, contributing to the overall prosperity and food security of the nation.

Officers who did the trainings were; Eyram Ametefe – Regional Seed Inspector, PPRSD; Samuel Essandoh – Seed Inspector, PPRSD; Samson Nartey Tettey – Assistant MOFA Director Crops, Ho; Henry Ackah – Private Seed Producer; Oxford Dela Agboli- General Manager, Greenland Seed Company Limited; Tabitha Lomotey – Research Agronomist, Newage Agric Solutions Limited; and Martin Tettey Nartey – General Manager, Newage Agric Solutions Limited.

Despite Nana Kwame Bediako’s public denial of his interest in running for the presidency of the Republic of Ghana, credible sources reveal advanced plans to facilitate his political ambition.

A reliable insider, speaking on the condition of anonymity, disclosed that Bediako has long harboured and nurtured presidential aspirations, with the New Africa Convention serving as the opportune platform for his official declaration of intent.

The insider said the prominent speakers lined up for the New Africa Foundation’s program were a smokescreen, concealing the true purpose — the unveiling of Nana Kwame Bediako, also known as Freedom Jacob Caesar or Cheddar, and the launch of his official campaign.

Another source hinted that the government saw through the charade and responded appropriately; otherwise, they could have taken everyone by surprise.

Cheddar, a self-proclaimed saviour of Africa, has exhibited signs of interest in the 2024 presidential election.

Launching ‘New Face’ signboards on key streets in Accra and articulating his vision for the country and the continent, Bediako’s actions speak louder than his denials.

While political discretion is expected, the contradiction between his aspirations and his disinterest in the presidency raises serious credibility concerns, particularly for someone aspiring to the highest office.

Bediako’s rhetoric centres on bringing salvation to Africa, emphasizing his noble purpose and visionary goals for Ghana and beyond.

However, the misrepresentation of motives and apparent contradiction in denying presidential ambitions while actively pursuing them call into question the transparency of his intentions and the honesty of his person.

Background

The Government of Ghana (GOG) revoked permission granted to the New Africa Foundation (NAF) for using the Black Star Square after discovering that NAF misrepresented its motives in the request.

NAF’s official correspondence to the Office of the President requesting to use the Black Start Square indicated that the venue was to host the Black Star Line Music and Arts Festival 2024 on January 7, 2023.

However, the government, through the Ministry of National Security, noted that the venue had been secured under false pretence by the New Africa Foundation, to host a political event.

Additionally, intelligence revealed plans by another group to violently disrupt NAF’s political event, prompting the revocation, according to the Ministry of Information.

In response, supporters of Nana Kwame Bediako and the New Africa Foundation thronged the Black Star Square, chanting patriotic songs and demanding access to the venue.

Efforts to prevent key African figures from addressing critical challenges facing the continent at a convention have surfaced.

The event, organized by the New Africa Foundation, was slated to take place at Ghana’s renowned Independence Square on Sunday, January 7, 2024.

Esteemed thought leaders, including Professor PLO Lumumba, Peter Obi, Julius Malema, and others, were scheduled to speak at this gathering.

As of the filing of this report, the atmosphere at Independence Square is resonating with fervent patriotic songs as a multitude, eager to attend the convention, finds themselves obstructed from entry.

The programme, set to kick off at 5 pm, has experienced an unexpected delay due to the presence of armed military personnel and police, who have established a blockade at the entrance of Independence Square.

The motives behind this sudden development remain unclear.

MTN Group executives have been granted millions of rand in shares as part of the telecommunications company’s performance share plan.

These shares are set to vest in a three-year period.

On December 29, MTN disclosed the details of the share awards through a notification to investors via the JSE stock exchange’s news service.

The Group CEO and President, Ralph Mupita, received 321,077 shares under the scheme, valued at R36.9 million based on a share price of R115.

These shares are scheduled to vest in December 2026, contingent upon meeting certain conditions.

The Group Senior Vice President for Markets, Ebenezer Asante, was awarded 206,556 shares with a market value of R23.8 million.

Additionally, Asante received an extra allocation of 41,300 shares worth R5.4 million, rectifying an “omission” in the previous financial year’s allocation.

Other senior figures in MTN included in December’s share awards are:

  • Group chief financial officer Tsholofelo Molefe: 171,738 shares worth R19.7-million.
  • Outgoing group chief operating officer Jens Schulte-Bockum: 212,614 shares worth R24.5-million.
  • Group chief human resources officer Paul Norman: 86,431 shares worth R9.9-million.
  • MTN Nigeria CEO Karl Toriola: 108,375 shares worth R12.5-million.
  • MTN South Africa CEO Charles Molapisi:144 529 shares worth R16.6-million.
  • Group chief risk officer Ferdi Moolman: 98 635 shares worth R11.3-million.
  • MTN South Africa chief financial officer Dineo Molefe: 51 174 shares worth R5.9-million.
  • Group chief technology and information officer Mazen Mroue: 125 249 shares worth R14.4-million.
  • Company secretary Thobeka Sishuba-Bonoyi:32 412 shares worth R3.7-million.
  • MTN South Africa company secretary Mateboho Rantofi: 15 693 shares worth R1.8-million.

Ghana CEO Missing

Conspicuously missing on the list of beneficiaries is MTN Ghana CEO, Selorm Adadevoh, who has now been promoted to the position of Group Chief Commercial Officer, beginning June this year.

Under Selorm’s leadership, MTN Ghana saw skyrocketing profits, to the extent that even the Group President and CEO described Ghana as the “jewel in MTN’s crown”.

Indeed, Selorm was recently adjudged the best CEO in the MTN Group.

It is rather ironic that Selorm’s counterparts in Nigeria and South Africa, as well as even some non-CEOs in South Africa, got shares but Selorm did not.

In the world of theatre arts, where creativity meets cultural expression, Dr. Mohammed Ben-Abdallah stands as a luminary, leaving an indelible mark on the Ghanaian and global stage.

Born on April 25th, 1944, in Kumasi, Dr. Ben-Abdallah’s journey has been one of profound scholarship, artistic brilliance, and transformative leadership.

Early years and educational journey

Dr. Ben-Abdallah’s academic journey commenced with a Teacher’s Certificate ‘A’ at Wesley College in 1966, paving the way for his subsequent educational triumphs.

He earned a Certificate in Drama & Theatre Studies (1970) and a Diploma in Drama & Theatre Studies (1972) from the University of Ghana, Legon.

His pursuit of excellence took him to the University of Georgia, Athens, where he earned his M.F.A. in Theatre Arts in 1976 and later a Ph.D. in Theatre Arts in 1980.

The Genesis of Abibigromma: A revolution in theatre arts

In 1983, Dr. Ben-Abdallah birthed the revolutionary concept of Abibigromma, a fusion of African performance traditions aimed at evolving a distinctly African theatrical form.

This visionary concept laid the groundwork for the establishment of Abibigromma, a Professional Resident Theatre Company at the University of Ghana’s School of Performing Arts.

Pinnacle Productions: A glimpse into Dr. Ben-Abdallah’s creative genius

Dr. Ben-Abdallah’s artistic brilliance is evident in the major dramatic productions that have graced the stage under his directorial guidance.

“The Trial of Mallam Ilya” (1982-1983), “Verdict of the Cobra” (1984-present), and “The Slaves” (1984-1985) are just a few examples of his ground-breaking works.

These productions, exploring themes from the dungeons of Elmina Castle to the Sahelian folktale in Mopti, have not only captivated audiences but have also become a cornerstone of Abibigromma’s repertoire.

Trailblazing leadership in culture and education

Beyond the stage, Dr. Ben-Abdallah has played a pivotal role in shaping cultural and educational landscapes in Ghana.

His tenure as PNDC Secretary (Minister) for Education and Culture witnessed the implementation of the National Education Reform Programme, aimed at expanding access to education, increasing relevance, enhancing quality, and ensuring cost-effectiveness.

Architect of cultural institutions

Dr. Ben-Abdallah’s impact extends beyond the artistic realm.

As Chairman of the National Commission on Culture, he spearheaded the establishment of the commission from scratch, played a crucial role in the construction of the National Theatre of Ghana, and orchestrated the establishment of cultural landmarks such as the DuBois Memorial Centre for Pan-African Culture and the Kwame Nkrumah Memorial Park.

Global engagement and academic eminence

Dr. Ben-Abdallah’s influence reaches far beyond the borders of Ghana.

As a Visiting Professor at the University of Texas at Austin and an Associate Professor in the Department of Theatre and Dance, his teachings resonated with students seeking insights into Afro-American Theatre, Playwriting, and Theatre Management.

His fellowship at the Salzburg Seminar on Leadership and the Fulbright Scholar in Residence experience at California State University at Dominguez Hills are testaments to his global impact.

Literary contributions and works in progress

In addition to his theatrical accomplishments, Dr. Ben-Abdallah has made significant contributions to academic discourse.

His publications, including “The Trial of Mallam Ilya and Other Plays” (1987) and “Land of A Million Magicians” (1993), offer a rich tapestry of his intellectual prowess.

Works in progress, such as “Song of the Pharaoh” and “Nine Rams for Gold,” one that I look forward to, promise to add new dimensions to his already illustrious career.

Legacy and future horizons

As Dr. Mohammed Ben-Abdallah continues to impart his wisdom as the Acting Head of the Theatre Arts Department at the University of Ghana, Legon, and as Chairman of the Executive Committee of PANAFEST Foundation, his legacy endures.

His dedication to the arts, education, and cultural heritage marks him not only as a maestro in Theatre Arts but as a catalyst for societal transformation.

In celebrating the life and achievements of Dr. Ben-Abdallah, we honour not just a man but a cultural icon whose contributions have elevated Ghana’s cultural heritage onto the global stage.

His journey is a testament to the power of art, education, and unwavering commitment to shaping a future where the richness of African traditions is celebrated and embraced by all.

The attempt by the Vice President, Dr Mahamudu Bawumia to save Aluworks PLC from collapse has failed as the company’s shutdown has entered the 20th month, Adomonline.com can exclusively reveal.

According to our sources, Aluworks’ continuous closure continues despite a directive from the Vice President that the company re-start work by December 2022.

It’s been about one year since that directive but the workers of Aluworks have remained at home with deep-throat sources attributing the failure to restart work to the slow pace of negotiations with SSNIT.

Aluworks PLC is a company owned by the Social Security and National Insurance Trust (SSNIT) as a majority shareholder with a shareholding of 62%.

The company has, however, been on its knees since 2015 when SSNIT stopped investing in the entity due to a series of recapitalization efforts that have not yielded the desired results.

Our sources say, Caitlyn, the second biggest shareholder, expressed interest in taking majority shares in the company to recapitalize and restructure the entity.

But, even though SSNIT had agreed in 2019 to the recapitalization proposal by Caitlyn, it pulled the plugs much to the dismay of workers and other stakeholders of the company.

The refusal meant that Aluworks’ recapitalization and restructuring did not materialize

A recapitalization and restructuring of Aluworks PLC would mean Caitlyn would’ve taken over the company’s management.

In 2022 when Aluworks PLC had almost collapsed, however, SSNIT called Caitlyn to the negotiation table, our sources say.

As a result of the slow-paced nature of the negotiations, Aluworks PLC eventually shut down in 2022.

Despite the above, officials of Caitlyn submitted a Memorandum of Understanding (MoU) to SSNIT in which they proposed investing GHC 5 million to get the company working again, pending two issues.

The two outstanding issues explained by our sources are the transaction share price to issue new shares and the negotiation of how to restructure old debts owed to SSNIT by Aluworks.

Workers dying

While the negotiations have been tortuously slow, the result is death for many Aluworks workers who have remained at home since the 19-month closure of the company.

Workers have not received any salaries in these 19 months, jeopardizing livelihoods and depriving hundreds of families of the basic needs of life.

Many workers, we are told, have been ejected by their landlords for non-payment of rent. Many have also had their wards drop out of school amid issues of broken homes and building unsustainable levels of debt for the affected workers.

To top it all is the fact that medical services to the employees have ceased due to unpaid debts owed by Aluworks to prescribed hospitals where the company’s staff receive their medical care.

Per our checks at Aluworks, SSNIT quotation of Aluworks’ price-per-share at 99 pesewas after the company had shut down, a value that is more than twice the share price (42 pesewas) of Aluworks when it was in operation in 2019.

The share price quotation by SSNIT, we are told, has accounted for the slow pace of the negotiations.

Investment experts have raised questions about SSNIT’s posturing in the negotiations as they feel the state parastatal is shooting itself in the foot by not fast-tracking the takeover process.

One such investment expert asked: “Wouldn’t it be more prudent for SSNIT to become the 2nd majority shareholder in a company in operation than having 62% majority shares in a dead company”?

Even more revealing is the majority shareholder, SSNIT’s refusal to hand over its majority shareholding to Caitlyn in 2019.

Had SSNIT engaged in this handing over of majority shares, the company would have avoided its current deplorable state and its attendant effect on the many distressed workers suffering with their families.

As it stands, some assets of Aluworks, especially machinery and other equipment are wasting away amid building security issues on the company’s premises.

SSNIT response

SSNIT has denied ever receiving any directives from the Vice President that the company open even as negotiations continue, saying it did not know about such directives.

SSNIT, however, confirmed that there was a meeting with the government’s Economic Management Team which considered the company’s predicament and reached a consensus that ongoing discussions with the potential strategic investor should proceed.

According to SSNIT, contrary to speculations, it has not rejected any proposals from other companies, emphasizing that a sum of GHS5 million is insufficient to revive operations.

Aluworks PLC, SSNIT stated, requires a more substantial amount of working capital to resume operations and settle outstanding debts.

SSNIT said it was hopeful for a swift conclusion to negotiations with the strategic investor to expedite the turnaround of Aluworks even though it did not state any timelines.

“Shareholders decided to close the company and place it under care and maintenance as the company was in financial distress. It is hoped that a speedy conclusion of the negotiations with the strategic investor will improve the fortunes of the company and the workers,” the official response from SSNIT said.

SSNIT also clarified that it is not divesting any of its shares in the company, explaining that all shareholders had unanimously endorsed the pursuit of a private placement with a strategic investor.

According to SSNIT, once the negotiations end, the ownership stakes of existing shareholders will undergo dilution, enabling the strategic investor to assume the role of the majority shareholder post-placement.

Negotiations, they added, were in advanced stages, with SSNIT, acting on behalf of all shareholders, having extended a final offer to the prospective strategic investor.

The finalization of the deal hinges on the awaited response from the strategic investor.

SSNIT also said it was in acknowledgment of the challenges faced by the workforce that the shareholders decided to close the company and place it under care and maintenance due to financial distress.

The SSNIT response also added that optimism lies in the swift conclusion of negotiations with the strategic investor, which is anticipated to enhance the company’s prospects and benefit its employees.

Today, Newage Agric Solutions Limited begins a journey to create 145,000 dignified jobs for youth, women and persons with disability, with women constituting 70% of them.

This is done through the Harnessing Agricultural Productivity and Prosperity for Youth (HAPPY) programme, a co-created consortium-managed project.

The company is set to achieve this target by providing 18,000ha of irrigated and rain-fed land for youth, especially women, over the next 4 years.

These youth will continue to have access to the lands for farming and be integrated into the network of farmers connected to Newage Agric Solutions Limited.

The primary goal of the entire programme is to catalyse transformative investments in the rice, soybean, tomato, and poultry value chains, with overarching objectives of boosting production volumes, curbing imports, and strategically fostering employment opportunities targeting youth, women, and people with disabilities.

Newage Agric Solutions Limited will also support 120 youths to establish 120 hectares of rice seed farms to supply rice seeds to farmers under the programme and expand to other farmers outside the HAPPY programme.

The company’s role in the project will result in increased production for smallholder young farmers and lead to the production and mobilisation of at least 141,790MT of paddy valued at over $44.3 million and 55,000MT of soybean valued at over $34.38 million annually.

The entire consortium-led programme, however, intends to achieve a 20% production increase across the four value chains by the end of the implementation phase.

The investment will entail the expansion of cultivated land by 40,000 hectares and enhancements in yields within the existing 15,000 hectares, with an anticipated outcome of an impressive yield of over 189,000 tons of food and 10,000 tons of poultry, resulting in an annual total revenue of $164 million post-2026.

The HAPPY programme is projected to generate, sustain, and enhance approximately 320,000 dignified jobs, with women constituting 70% of this workforce.

The initiative is also expected to curtail the national import expenditure, resulting in savings exceeding $164 million over the four years.

Newage Agric Solutions Limited begins this journey today, Thursday, December 7, 2023, with a consultative meeting with rice farmers and stakeholders in Tono in the Upper East Region to introduce them to the programme and to encourage more youth and women to get on board the HAPPY train.

The Narcotics Control Commission (NACOC) has successfully intercepted a truck carrying a significant load of 12,600 slabs of compressed cannabis near Dodi, close to Akosombo in the Eastern Region.

The interception resulted from an intelligence-driven operation, during which the truck was discovered abandoned in a secluded area.

The interception was made on Saturday, December 2, 2023.

Upon conducting a thorough search of the vehicle, NACOC officers unearthed 180 sacks containing concealed cannabis hidden within poultry feed.

Further examination of these sacks revealed a total of 12,600 slabs of compressed cannabis.

The intercepted truck, along with the confiscated drug exhibits, is currently under the custody of NACOC as the authorities conduct additional investigations.

It’s noteworthy that no individuals were apprehended in connection with this seizure.

NACOC seizes this opportunity to remind the public of the legal framework outlined in sections 39 to 42 of the Narcotics Control Commission Act, 2020 (Act 1019), which explicitly prohibits activities such as cultivation, importation, exportation, unlawful possession or control, and engaging in businesses related to narcotic plants.

The Commission emphasizes that the special provisions outlined in the Narcotics Control Commission (Amendment) Act, 2023, regarding cannabis with no more than 0.3% THC content on a dry weight basis for industrial, fiber, seed, or medicinal purposes, do not signify the legalization of cannabis.

A photograph depicting the 180 sacks containing compressed cannabis, recovered from the intercepted truck, is available from the Public Affairs Department below:

In a quest to uphold transparency and responsible financial stewardship, Joseph Ahwireng-Danquah and Patrick Boi Akuffo-Kumih have jointly petitioned the appropriate authorities regarding the allocation of funds designated for the Akropong Constituency’s Member of Parliament (MP), Hon. Nana Ama Dokua Asiamah-Adjei.

Their recent plea for information, rooted in Article 21 and Sections 1 and 18 of the Right to Information Act, 2019 (ACT 989), aimed to shed light on the disbursement and utilization of Hon. Nana Ama Dokua Asiamah-Adjei’s portion of the Common Fund.

Managed by the Akwapem North Municipal Assembly, this fund has become a subject of scrutiny.

The request, formally presented by concerned citizens Ahwireng-Danquah and Patrick Boi Akufo Kumih, sought comprehensive insights, including:

1. Detailed breakdowns of funds received in 2021, 2022, and 2023, categorized by quarterly allotments.

2. Explicit accounts of the initiatives funded by these allocations, encompassing specific programs, projects, or activities, alongside beneficiaries and allocated amounts for each endeavor.

3. An accurate depiction of the current balance in the MP’s Common Fund account.

Ahwireng-Danquah and Patrick Boi Akufo Kumih passionately conveyed their concerns about what they perceive as a noticeable absence of engagement and proactive initiatives from Hon. Nana Ama Dokua Asiamah-Adjei within the Akropong Constituency.

They highlighted a seeming lack of community involvement, sparse social initiatives, and limited initiation of developmental projects, leaving constituents feeling neglected and underserved.

Of utmost concern was the Akropong Daakye Clinic, reportedly the singular project spearheaded by Nana Dokua Asiamah, purportedly funded from personal resources. Recent viral videos circulating among constituents revealed issues, such as leaks within the clinic, casting doubts on its sustainability and management.

Compounding the dismay of constituents was the revelation of Hon. Nana Ama Dokua Asiamah-Adjei’s active involvement in garnering support from another jurisdiction, Okaikwei North Constituency.

This prospect of divided attention raised significant worries about the potential neglect of Akropong Constituency’s needs in favor of external interests.

The citizens fervently underscored the potentially adverse ramifications this diversion of focus could have on the constituency’s growth and effective representation.

This urgent plea for information reflects the community’s impassioned endeavor to ensure accountability and proactive representation.

Despite efforts to reach Hon. Nana Ama Dokua Asiamah-Adjei for comments on these matters, no response was obtained at the time of reporting.

The pursuit of transparency and accountability in the use of public funds remains an unwavering priority for Akropong’s constituents, who eagerly await essential information to address these critical concerns.
